Problem: National Do Not Call Registry - Can't Register Fax Numbers

Objective

The Do Not Call Registry does not cover fax numbers. The FTC is explicit about this: the Registry is for personal phone numbers only; business lines and fax lines are excluded. Unsolicited fax ads are handled under a separate law - the Junk Fax Prevention Act, which amended the Telephone Consumer Protection Act (TCPA) - and it's enforced by the FCC, not the FTC.

Procedure

IMPORTANT: What's illegal? Sending an unsolicited fax advertisement without the recipient's prior express permission or an existing business relationship.

 

Required opt-out notice: Even a permitted fax ad must include a clear, working opt-out notice on the first page, with a free and easy way to stop future faxes.

How to Report a Junk Fax

File with the FCC at consumercomplaints.fcc.gov or call 1-888-225-5322 (1-888-CALL-FCC). Do not use donotcall.gov for fax complaints as it only handles voice calls.
 

  • Registering and filing a complaint are always free. Anyone who calls, texts, or emails asking you to pay a fee to "join" or "renew" the Registry is running a scam.
  • Pair Registry enrollment with your carrier's or device's call-blocking and spam-labeling features - bad actors ignore the Registry, so blocking tools catch what the law alone can't stop.
